Доклад рассматривает механизм вербовки граждан Российской Федерации украинскими военными и спецслужбами для совершения диверсионных актов на территории России в условиях специальной военной операции. Анализируются методы привлечения завербованных лиц, размеры предполагаемых вознаграждений и способы контроля за выполнением заданий, а также оценивается достоверность информации о выплатах. В работе сделан вывод о сомнительной эффективности подобных вербовочных кампаний из-за отсутствия подтверждений реальных выплат и успешных диверсий.

This report examines the recruitment of Russian citizens by Ukrainian military and intelligence agencies to commit acts of sabotage on Russian territory during a special military operation. It analyzes the methods used to recruit recruits, the amounts of expected rewards, and the methods used to monitor the completion of tasks, and also assesses the reliability of information regarding payments. The study concludes that the effectiveness of such recruitment campaigns is questionable due to the lack of evidence of actual payments and successful sabotage operations.
