<p>The article analyses the use of migration as a tool of political coercion in the framework of the hybrid interstate conflict between the Democratic Republic of the Congo (DRC) and Rwanda. Based on historical, institutional, and structural-functional approaches, the author reconstructs the genesis of migration flows from the Tutsi genocide (1994) to the escalation of 2025-2026. It is shown that forced population movements have transformed from a humanitarian problem into a self-regulating mechanism of destabilization, performing military-strategic, economic, political, legal, and institutionally destructive functions. Special attention is paid to four interrelated channels of coercion: the feeding of armed groups (FDLR, M23) through refugee camps; the intensification of competition for resources and demographic pressure; the use of migration corridors to disguise transnational criminal networks for the exploitation of coltan and gold; aswell as the erosion of the state sovereignty of the DRC with the creation of parallel management systems in the east of the country. The author concludes that Rwanda legitimizes interventions by fighting the FDLR, while the DRCaccuses Kigali of supporting the rebels (M23) and targeted demographic «</p>
<kwd-group xml:lang="ru"><kwd>политическое принуждение</kwd><kwd>гибридный конфликт</kwd><kwd>инструментализация</kwd><kwd>миграции</kwd><kwd>вынужденная миграция</kwd><kwd>региональная безопасность</kwd><kwd>Демократическая Республика Конго</kwd><kwd>(ДРК)</kwd><kwd>Руанда.</kwd></kwd-group><kwd-group xml:lang="en"><kwd>political coercion</kwd><kwd>hybrid conflict</kwd><kwd>migration instrumentalization</kwd><kwd>forced migration</kwd><kwd>regional security</kwd><kwd>Democratic Republic of the Congo (DRC)</kwd><kwd>Rwanda</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">Бокерия С.
