В данной статье рассматривается вопрос укрепления общественного здоровья путем анализа баланса ответственности государства и гражданина. Выделяются проблемы достижения крепкого общественного здоровья, ввиду сокращения финансирования в сфере здравоохранения и недостаточного контроля медицинских учреждений на федеральном уровне.

This article considers the issue of strengthening public health by analysing the balance of responsibility of the state and the citizen. The problems of achieving good public health are highlighted, due to the reduction of funding in the health care sector and insufficient control of medical institutions at the federal level.
